REGULATORY CONFERENCE TO DISCUSS THE GREATER THAN GREEN FINDING AND APPARENT VIOLATION (NRC INSPECTION REPORT 50-282/2005-11; 50-306/2005-11) CONCERNING A NON-CONSERVATIVE EMERGENCY ACTION LEVEL SCHEME AT PRAIRIE ISLAND NUCLEAR GENERATING PLANT
Dear Mr. Palmisano:
This letter refers to the public meeting conducted on March 1, 2006, at 1:00 p.m. Central Standard Time, at the Nuclear Regulatory Commission (NRC) Region III office in Lisle, Illinois.
The purpose of the meeting was to discuss the risk significance of a preliminary White Finding and Apparent Violation associated with Prairie Island Nuclear Generating Plants establishment of a non-conservative emergency action classification process. This finding was identified in Inspection Report 50-282/2005-11; 50-306/2005-11 issued on February 3, 2006, as a Preliminary White finding concerning an apparent violation for a failure to maintain in effect emergency plans that meet the requirements specified in 10 CFR 50.54(q) and risk-significant planning standard 10 CFR 50.47(b)(4). Personnel from the Prairie Island Nuclear Generating Plant and Nuclear Management Company (NMC) discussed the finding and presented additional information related to the issue at the public meeting.
