OF MARCH 22, 2006, MEETING WITH EXELON REGARDING ADDITIONAL INFORMATION NEEDED TO SUPPORT LICENSE AMENDMENT REQUEST FOR COMPLETION TIME EXTENSION FOR THE CORE STANDBY COOLING SYSTEM (TAC NO. MC6803 and MC6804)

On March 22, 2006, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company (Exelon) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss additional information needed by the NRC staff to complete its review of an amendment request for LaSalle County Station, Units 1 and 2, to extend the completion time (CT) for Required Action C.4, ?Restore required Diesel Generator to OPERABLE status, associated with Technical Specification (TS) 3.8.1 from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 6 days.

In addition, the proposed amendment would extend the CT for Required Action F.1, ?Restore on required Diesel Generator to OPERABLE Status, associated with TS Section 3.8.1 from 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> to 6 days. These proposed changes would only be used during maintenance on the core standby cooling system and the diesel generator cooling water system for the upcoming Unit 2 spring 2007 refueling outage and during the subsequent Unit 1 spring 2008 refueling outage. A list of attendees is provided as Enclosure 1.

Exelon presented information (see Agencywide Documents Access and Management System Accession No. ML061010161) in support of its amendment request. The NRC staff discussed these changes with Exelon and queried them on the following four areas. It is requested that Exelon provide their response within 60 days from the date of this letter.

  • Address the functionality of the Division 2 Diesel Generator (DG) for both units, at all stages of the Line Stop installation and valve replacement maintenance activity;
  • Assuming a loss of offsite power coincident with the worst case single failure (which may be a loss of DG-0) discuss the mitigation strategy for both units assuming one unit operating and one unit shutdown (less than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />);
  • Confirm that should the Line Stop(s) fail during an event or occurrence, flooding in either room will not affect required equipment; and
  • Specifically address the proposed compensatory measures during the Line Stop installation, Line Stop Removal, and valve replacements. This discussion should be at a sufficient level of detail to address system/major component impacts of these proposed measures.
