INDIAN POINT NUCLEAR GENERATING UNIT NO. 2 - STEAM GENERATOR EXAMINATION PROGRAM FOR THE 2006 REFUELING OUTAGE (2R17)
Dear Mr. Kansler:
By letter dated February 13, 2006, as supplemented by letter dated March 29, 2006, Entergy Nuclear Operations, Inc. (Entergy or the licensee), submitted the proposed steam generator examination program for the 2006 refueling outage (2R17) in accordance with the requirements of Indian Point Nuclear Generating Unit No. 2 (IP2) Technical Specification 5.5.7.f.1.
Entergy plans to inspect a representative sample of steam generator tubes and internals. The licensee will inspect 50% of the active steam generator tubes in all four steam generators with a bobbin coil probe. The licensee will also inspect (on a sampling basis) localized regions of the tubes (e.g., U-bends, hot leg tubes top of the tubesheet region, and hot leg tube dents and dings) with a rotating probe containing a plus point coil. In addition, the licensee plans to visually inspect the primary channel head and tubesheet, including previously plugged tubes.
On the secondary side of the steam generator, the licensee is planning to perform sludge lancing, foreign object search and retrieval, and visual in-bundle inspections.
Entergy indicated that any expansion of the inspection scope will comply with Technical Specifications and Electric Power Research Institute Pressurized Water Reactor Steam Generator Examination Guidelines. The Nuclear Regulatory Commission (NRC) staff finds the planned inspections are reasonable and are intended to ensure steam generator tube integrity consistent with NRC regulations.
