Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 Palisades Nuclear Power Plant Dockets 50-255 License No. DPR-20 Commitment Revision in Regards to Supplement on Bulletin 2003-01, "Potential Impact of Debris Blockaqe on Emergencv Sump Recirculation at Pressurized-Water Reactors" On June 9, 2003, the Nuclear Regulatory Commission (NRC) issued Bulletin (BL) 2003-01. By letter dated August 5, 2003, Nuclear Management Company, LLC (NMC) provided the 60-day response for the Palisades Nuclear Plant (PNP).

By letter dated May 17, 2004, NMC submitted a supplement to the Bulletin response for PNP that addressed the candidate operator actions (COAs), as described in the Westinghouse Owners Group (WOG) WCAP-16204, "Evaluation of Potential ERG and EPG Changes to Address NRC Bulletin 2003-01 Recommendations," Revision 1.

By letter dated August 14, 2003, the NRC sent a letter on BL 2003-01, considering the BL response actions completed for PNP. Subsequent to this closeout letter, on February 23, 2006, a teleconference took place between NRC staff and NMC personnel. NRC staff informed NMC that the industry responses to BL 2003-01 were being audited, and that some licensees were being asked to take additional actions.

Specifically, Candidate Operator Action (COA) #5, "Refill refueling water storage tank,"

was discussed.

By letter dated May 17, 2004, NMC committed to implement COA#5, with an overall strategy of making the appropriate alignments to better position the plant to initiate SlRWT refill after a recirculation actuation signal. In the February 23, 2006 teleconference, the NRC questioned whether NMC could actually commence refill after recirculation, as opposed to only taking preemptive actions to align for, but not commence, SlRWT tank refill. NMC agreed to reevaluate the feasibility of commencing refill, and subsequently determined that it was feasible at PNP.

NMC will implement the following candidate operator actions by March 31, 2005, at the Palisades Nuclear Plant.

Refill refueling water storage tank...

NMC will initiate transfer to start adding water to the SlRWT following a recirculation actuation signal at PNP. The procedures will be revised and the appropriate personnel will be trained within 90 days following the end of the Spring 2006 refueling outage.
