Dear Mr. McKinney:
In reviewing your letter dated January 6, 2006, concerning a request to make Emergency Action Level changes associated with the Independent Spent Fuel Storage Installation at SSES 1 and 2, the Nuclear Regulatory Commission staff has determined that additional information contained in the enclosure to this letter is needed to complete its review. These questions were discussed with your staff during a teleconference on March 10, 2006. As agreed to by your staff, we request you respond within 30 days of the date of this letter.

PPL SUSQUEHANNA, LLC DOCKET NOS. 50-387 AND 50-388 The Nuclear Regulatory Commission (NRC) staff is reviewing the request from PPL Susquehanna, LLC (PPL, the licensee) to make Emergency Action Level (EAL) changes associated with its Independent Spent Fuel Storage Installation (ISFSI) for Susquehanna Steam Electric Station, Units 1 and 2. The NRC staff has determined the additional information requested below will be needed to complete its review.
1.
Provide further justification for revising the distance units from one (1) foot (ft) to thirty (30) centimeters (cm) or revise the calculation to match the desired engineering units.
Values determined via specific engineering calculations are typically carried over into the EAL using the engineering units as specified in the calculation, or that have a direct correlation (i.e., 12 inches = 1 foot). The calculation was performed specifically for this EAL, and in order to minimize any misinterpretation or confusion, consider revising the calculation to match the desired engineering unit you wish to have for this EAL.

There was no justification provided in Attachment 3 for the removal of IC 1.A. Provide justification.

In Attachment 4, Section 2.0, "Conclusions and Recommendations," paragraph 2 states, in part, "This precludes unwarranted site alerts ". Also, Section 5.0, Results, No. 7 states, in part, This precludes unwarranted site alerts.... Note that these proposed changes actually preclude unwarranted site Unusual Events. Please modify both statements or justify its use as originally stated.

In Attachment 4, Section 5.0, "Results," No. 6 implies that the 2 EALs are acceptable as written in the current EAL as long as an exception is noted for the 61BT casks. Please explain this inconsistency.
