On April 29, 2004, pursuant to 10 CFR 50.67 and 10 CFR 50.90, the Nuclear Management Company, LLC, (NMC) requested approval of a selective scope application of an alternative source term (AST) methodology for determining the radiological consequences of a fuel handling accident (FHA) for the Monticello Nuclear Generating Plant (MNGP) (Reference 1). The AST-FHA license amendment is expected to be approved by the NRC in the near term.

On June 29, 2005 (Reference 2), NMC requested to convert the current MNGP custom Technical Specifications to the Improved Standard Technical Specifications (ITS). The ITS also are expected to be approved in the near term. In order to avoid unnecessary repetitive procedure changes and training, it is requested to revise the AST-FHA license amendment implementation period to coincide with that for ITS license amendment implementation.

Document Control Desk Page 2 Reference 1, requested a sixty (60) day implementation period for the AST-FHA license amendment. Reference 2, requested the following implementation period for ITS.

NMC requests approval of the proposed license amendment before February 28, 2006, with an implementation period of at least 180 days, to support implementation of the ITS by the end of August 2006. After approval of the proposed license amendment, NMC will notify the NRC when ITS implementation actions are completed.

Therefore, considering the current timing of projected ITS amendment issuance, implementation of the AST-FHA license amendment is requested as follows:

NMC requests to implement the AST-FHA license amendment concurrent with implementation of the ITS license amendment.

This approach to amendment implementation will allow effective use of site resources and avoid unnecessary repetitive procedure changes and training.

This letter makes no new commitments or changes to any existing commitments.
