Cook Nuclear Plant (CNP) Units 1 and 2, submitted a non-compliance notification for NPDES Permit M10005827 to the Michigan Department of Environmental Quality.

On February 23, 2006, at 1740 hours0.0201 days <br />0.483 hours <br />0.00288 weeks <br />6.6207e-4 months <br />, the concentration of Total Residual Oxidant (TRO) discharged via Outfall 001 to Lake Michigan was 39 pg/1.

This concentration exceeds the continuous discharge limit for TRO of 38 Ig/I.

In accordance with Section 3.2 of Part II of Appendix B of the Environmental Technical Specifications for CNP, a copy of the notification is being provided to the Nuclear Regulatory Commission as an attachment to this letter.

This letter contains no new commitments.

Cook Nuclear Plant NPDES Permit MI0005827 This notification is provided as required by Part II, Section C.6.a of NPDES Permit MI0005827.

On February 23, 2006 at 1740 hours0.0201 days <br />0.483 hours <br />0.00288 weeks <br />6.6207e-4 months <br />, the concentration of Total Residual Oxidant (TRO) discharged via Outfall 001 to Lake Michigan was 39 pg/l. This concentration exceeds the continuous discharge limit for TRO of 38 pg/l.

On February 23, 2006 at 1732, a Chemical Technician responded to a Control Room alarm from the Orion 1770 Chlorine Analyzer alarm for Outfall 001. The initial TRO value was 26 ug/l.

The chemical delivery pump stroke was reduced however, the Outfall 001 TRO continued to rise and subsequently exceeded the permit limit at 1740.

The chemical delivery pumps were then secured, and further monitoring of the discharge indicated that the discharge concentration reached a maximum TRO of 45 ug/l at 1745 hours0.0202 days <br />0.485 hours <br />0.00289 weeks <br />6.639725e-4 months <br /> and fell below the permit limit of 38 pg/l TRO at 1750.

A "fresh" sodium hypochlorite delivery that occurred just prior to the event may have changed the concentration in the feed tank and caused the subsequent event.

The period of noncompliance occurred for ten minutes on February 23, 2006 from 1740 to 1750.

Our evaluation of the situation will result in changes to operating procedures that will prevent recurrence of this noncompliance.

The concentration of Total Residual Oxidant was very low and occurred over a very short time period and created no adverse environmental effects.
