Spoke with Alleger to determine if he would provide his home address so that we could provide him correspondence regarding the results of our reviews; to request additional information whether he had any additional concerns (other than the CRD system) or additional details regarding performance issues or any feedwater pipe thinning issues.

Alleger stated that he did not wish to receive any correspondence from us. He noted that he works on the inside and would see any results taken by the licensee.

Alleger clarified that the feedwater pipe thinning issue was identified months ago (he believed approximately 18 months ago during the last refueling outage) and that engineering has been addressing the issue since then. The Alleger stated that he was "sure the plant would not start up with only minimum wall thickness" on this piping.

The Alleger mentioned that the licensee has now committed to buy a new tool for the CRD system (which is a good thing). The Alleger knew that there were 8 leaking CRDs, but that the issue has been addressed by licensee.

Regarding my question of any additional performance issues, the Alleger stated that he is "now getting a feel that the plant is making conservative decisions" and that the return o0: Chris Bakken is a very good thing. Chris Bakken listens to people at all levels and the Alleger feels that Bakken will be much more effective than Larry Wagner (who was not very effective in that position).

Regarding the impending start-up, the Alleger stated that the biggest issue he can think of is the feedwater pipe vibrations. He stated that he will be watching to see why this occurred.

Alleger stated his opinion that he would like to see some sort of instrumentation installed to monitor such vibration to determine the root cause, but had no concerns for us to follow-up on at this time.
