Pagel of3 ENCLOSURE 2

SUMMARY

OF MANAGEMENT ACTIONS FOR BROWNS FERRY NUCLEAR PLANT In the pre-access test category, five contract employees (CEs) tested positive.

Four of the five CEs were denied access, removed from site, returned to the contract company, and restricted from TVA Nuclear (TVAN) work for three years.

One of the five CEs was also detected attempting to subvert the Fitness for Duty testing process by substitution.

This CE presented a low temperature specimen that tested negative and an observed specimen that tested positive.

This CE was denied access, removed from site, returned to the contract company, and permanently restricted from TVAN work.

All five CEs requested that split-specimen testing be performed.

The split-specimen tests reconfirmed the positive test results.

In the for-cause (observed behavior) test category, one CE tested positive.

The CE's unescorted access was revoked.

The CE was removed from site, returned to the contract company, and restricted from TVAN work for three years. A review of the CE's work did not identify any deficiencies.

In the random test category, one licensee employee (LE), one contractor foreman (CF), and six CEs tested positive.

The LE was requested for unescorted access but was not yet badged at the time of the random test.

The LE was denied unescorted access, removed from site, and permanently restricted from TVAN work because of previous positive test results.

The CF's and five of the six CE's unescorted access was revoked.

The CF and five of the six CEs were removed from site, returned to the contract company, and restricted from TVAN work for three years.

One of the six CEs was requested for unescorted access, but was not yet badged at the time of the random test.

This CE was removed from site, returned to the contract company, and permanently restricted from TVAN work due to previous positive test results.

The LE and four of the six CEs requested that split-specimen testing be performed.

The split-specimen tests reconfirmed the positive test results.

The CF requested that a confirmatory blood alcohol test be per:Eormed.

The blood alcohol test reconfirmed the positive test results.

One CE requested an appeal.

The appeal upheld the positive test results.

Reviews of work were conducted for the CF and for the five of six CEs previously holding unescorted access.

Reviews of work did not identify any deficiencies.

In the follow-up test category, one CE tested positive.

The CE's unescorted access was revoked.

The CE was removed from site, returned to the contract company, and restricted from TVAN work for three years.

The CE requested that-split specimen testing be performed.

The split-specimen test reconfirmed the positive test results.

A review of the CE's work did not identify any deficiencies.
