DCS No.: 050387388060301 Date: March 2, 2006 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-I-06-003 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

ALERT DECLARATION AT SUSQUEHANNA At approximately 9:27 pm EST on March 1, 2006, the licensee declared an ALERT as the result of the evacuation of a security building due to the activation of the fire protection system. The fire suppressant Halon gas was automatically discharged into the building. The ALERT was exited at 4:33 am EST on March 2, 2006, after the licensee cleared the area of the fire suppression gas, deactivated the Halon system, reset the fire panel alarms, and established fire watch compensatory measures.

Security at the plant was at no point reduced or compromised. Both Units continued to operate throughout the event and were not affected by the event.

The licensee activated its emergency response centers as required, and the Region I NRC staffed its Incident Response Center in response to the event.

The NRC senior resident inspector responded to the site, and monitored the licensees response to the event. The NRC resident inspectors will continue to follow the licensees root cause evaulation to understand the cause of the fire protection activation, and licensee equipment restoration activities.

State and local officials were notified of the event. The licensee and the Commonwealth of Pennsylvania issued press releases. Region I also issued a press release and responded to press inquiries.

This information has been discussed with licensee management and is current as of 8:45 am EST on March 2, 2006.
