Also, as PSEG reported to NRC in December 2002 in response to review of an allegation, an investigation team reviewed a part of your organization and concluded that personnel had "no hesitation to raise "clear" safety... concerns., but believe it is generally futile to raise more "minor" concerns." Further, the team determined that a chilled environment for raising safety concerns did not exist, but that "many of the ingredients are present for a chilled environment to be created and these ingredients have been present for some time." Your transmittal specified actions to address these concerns in the organizational group, but it now appears that these concerns exist unaddressed in other parts cf your organization.
