NEO Meeting last night.

Kymn, Last night you heard may difficulties and roadblocks that the Salem NEO's face. I mentioned to you about the notifications that I needed to write this past Sunday and that wasn't given the time to do so by my supervisor. I found these problems on my rounds as the U/2 Primary Operator. I told you that I mentioned to my supervisor what the NRB member (Ralph Silvia) said to me during a meeting with him last week. He said that one of the major issues with Salem NEOs is that they do not write up problems or clean up the plant. My supervisor told me that I did not work for Silvia and I was to perform the surveillance testing and write the notifications the next day that I was in. This would not be for two and a half days. Incidentally, I only got a chance to write four of the fifteen that I had found that day. The rest are still not written up.

My point is.... We are constantly told how we should be performing our job by many people, NRB, WANO, INPO, NRC, Management, etc. But when it actually comes down to performing our job, we are told "you work for me....do it as I say" by our immediate supervisors. They want to get the scheduled work done (the items that are actually trazked, i.e. - a bean) and if you get around to it, do the nice things as long as it doesn't affect the tracked "beans".

Below you will find one of the E-mails that was sent to me because of the number of problems that I nave found and have written up while a duty operator.

Those notifications were just the tip of the iceberg. I only have time to write up a small number of the deficiencies that I find while standing duty. This is due to the NEW policy to keep the "idle" duty operators busy doing 405.1s and other evolutions. This is why others are not writing up deficiencies. They are NOT given the time to do so!

After not being able to write up the ones last week when I had P1. I have given up on those, I finally MADE time yesterday for some of the ones for CW. I decided not to start my rounds until I entered the deficiencies into SAP! As you can tell from the number that I wrote (14), it took me almost two hours to research if they were already written up or had the same problem in the past. Also, I do not just write a notification and leave it. I investigate using DCRMS' drawings to ensure that I find the correct component that is giving the problem and I always enter my findings into the notification and make suggestions for corrective actions to be made.

The above may sound like I am venting, but this is a real problem and it will just get worse.
