PSEG's not so instant replay Hello Randy:

On Wednesday, I picked up a copy of an NRC meeting summary from February 1996 about an NRC/P'SEG meeting conducted on December 11, 1995. You did not attend that meeting. Nor did Mr. Miller or any cf the NRC staff members who attended last week's meeting.

If you had, then last week's meeting would have seemed like a re-run. PSEG told you the same things last week that they told your colleagues on December 11, 1995. Same promises in sometimes the exact same words.

What is also the same now and then are the problems. Corrective actions, work management, operations decision-making, equipment reliability, and on down the list. Problems then, problems now.

PSEG can repeat its promises because NRC doesn't require performance. NRC doesn't require that problems ever get fixed. NRC accepts promises as currency. It worked then, it's working now.

Attached is an electronic version of a letter in the mail to you extracting some of PSEG's promises and pledges, from that December 11, 1995 meeting. I had to include the title slide because otherwise you might have thought the promises and pledges were from last week's meeting. Save them - PSEG will likely use them again in 2008 or so.

If the stakes weren't so high, it'd be amusing. PSEG makes promises to NRC about improving performance that it never keeps. NRC makes promises to the public about safeguarding their health that it never keeps.
