Re: Fwd: March 28 speech - - final to be provided later; also allegewr requests us Randy/Glenn Jim Luehman, OE, got back to me late yesterday afternoon and indicated that he does not think the speech should be posted on the NRC external website ( I saw this morning that it is already posted on the Region I internal website).
Jim said that the NRC public website provides circumstances for public participation in the regulatory process, such as the rulemaking, licensing, enforcement, and hearing processes. Outside of those processes, Jim does not see any precedent for posting letters to the NRC from the public, or comments by members of the public, on the external website.
I saw that Neil expressed similar views in an email to Beth Hayden yesterday wherein he noted that it would be unprecedented for us to post a speech by an outside party on our web site, and recommended against it. Of course, as Neil pointed out, if the speech was submitted to us and docketed, it could be retrieved from ADAMS by anyone who wanted to read it.
I did ask: Jim who would have the final say on whether something went on the public website and he mentioned that a website group exists (comprised on Mindy Landau, OEDO, Beth Hayden, OPA, and Frances Goldberg, OCIO) and they would probably have the final say. I don't know if Neil has received a response yet to the email he sent to Beth. I stopped by Neil's office but he was not yet in.
