Salem/HC SCWE Summary and Next Steps We have had a number of discussions within DFtP to consider what we have achieved to date through our internal and what are next steps should be. I have drafted a high level summary that depicts our general progress to the end of January/beginning of February 2004. Also, I have included an early draft of a strategy document that should give us some insight on what are next steps might be. I ask that you and other addresses consider both and provide me feedback so that appropriate adjustments can be made.

Background
SCWIVE concerns raised in various allegations and inspections over the past few years Substantive cross cutting issue identified in the problem identification and resolution area in both the previous annual and mid-cycle performance review Recent significant allegation indicating SCWE problems exist at the highest level within PSEG NRC Review Special review of Salem/HC SCWE issues initiated which have included in-depth transcribed interviews of numerous current and former Salem/Hope Creek employees Frequent allegation review board meetings to review results of ongoing interviews Frequent NRC management reviews of information received through the ARB process and from internal and external stakeholders Results to date Identified a number of SCWE issues including, for example, disagreements or differing perspectives of operators and senior managers on plant operating decisions, particularly as they might impact on continuing plant operation and outage schedules.
Identified matters involving apparent violations of NRC requirements including a few examples of potential wrongdoing for 01 follow up Provided interim results of NRC's ongoing assessment of the environment for raising and addressing safety issues at S/HC in a January 28, 2004 letter Effort to date 40+ interviews of current & former PSEG workers and managers including over 4500 pages of transcriptions from interviews, existing or in progress Roughly 10 person-months of 01 investigator and technical personnel time performing interviews and reviewing transcripts Multiple ARBs, internal management meetings, and interactions with internal and external stakeholders over the last five months Next Sterns Receive and assess PSEG plan for addressing issues identified in our January 28 letter Conduct public meeting on PSEG plan Complete interviews and finalize NRC actions

Allegation Strategy Near Term Actions (within next 60 days)
Complete HC Shift Manager interviews and assess results Initiate interviews for technical issues involving potential wrongdoing including technical staff involvement Conduct meeting between disgruntled PSEG employees and senior NRC management as referred by alleger and UCS (Lochbaum)
Continue ongoing review of transcripts. Consider additional support to complete reviews within 60 days.
Continue periodic ARBs and internal NRC management meetings to assess PSEG CNO actions to address January 28 letter and other results Receive and assess PSEG SCWE improvement plan for addressing issues identified in our January 28 letter Finalize the list of select Salem/HC Manager to be interviewed and initiate interviews Conduct NRC Management site visit Conduct public meeting on PSEG plan Assess PSEG plan and refer appropriate outstanding technical issues to PSEG for followup Long Term Actions (beyond 60 days)
