i just looked at this.
page 31 provides Synergy's threshold for designating "opportunities for improvement" and the thresholds are different for each area (e.g., <4.0 on any SCWE question is a problem, whereas the threshold is <3.5 for ECP and safety values and <3.0 for leadership practices).
Viewed in that light, the results look rather negative:
Nuke Safety Values: 25 of 45 Q's more negative than threshold ECP: 8 of 10 Q's SCWE: 10 of 19 general culture and leadership behaviors: somewhat negative but not as bad as other areas.
