SUBJECT:

REVIEW OF THE OREGON STATE UNIVERSITY TRIGA REACTOR (OSTR) EMERGENCY PLAN (TAC NO. MC9489)

In response to your request, we have completed our review of the changes incorporated in the December 2005, revision of the Oregon State University TRIGA Reactor (OSTR) Emergency Plan. This plan was submitted in a December 22, 2005, letter from Steven Reese, Director of the Radiation Center, Oregon State University. These plan changes were reviewed by the OSTR Reactor Operations Committee and OSTR staff. These groups stated that these changes in did not decrease the effectiveness of the OSTR Emergency Plan.

Many of the changes to the Emergency Plan are editorial or administrative in nature.

Changes 1-6, and 19 were reviewed by staff. Changes 7-18 were not reviewed because they are part of the implementing procedures, and not part of the NRC review. Change #19 refers to the removal of potassium permanganate and sodium bisulfite from decontamination kit inventory lists. This is not determined to be a decrease in effectiveness, however the staff notes that the emergency equipment inventories in Appendix B still contain sodium bisulfite and potassium permanganate. The staff used NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors, to review the Plan.

Based upon our review, we conclude that changes 1-6 and 19 did not decrease the effectiveness of the Emergency Plan and the revised Emergency Plan continues to meet the requirements of Appendix E to 10 CFR Part 50. This completes our review of this revision to the Emergency Plan and closes this TAC number. If you have any questions, please contact Ms. Kathryn M. Brock of my staff on 301-415-2015.
