Dear Mr. Stall:

The enclosure to this letter contains the preliminary Accident Sequence Precursor (ASP) analysis of an operational event that occurred at St. Lucie Units 1 and 2 during the fiscal year 2004. The preliminary ASP was developed by the Operating Experience Risk Analysis Branch of the U.S. Nuclear Regulatory Commissions Office of Nuclear Regulatory Research. The preliminary ASP is currently undergoing internal peer review, which is expected to be completed by March 27, 2006. We request that your staff also conduct a peer review and provide comments to us by that date. Comments received from these peer reviews will be factored into the final ASP analysis, which will be publicly available.
