SUBJECT:
INSPECTION-RELATED INFORMATION PROVIDED TO LICENSEE The attached internal NRC E-Mail message was provided to Constellation, the licensee for Ginna Station, during the course of inspection activities as part of NRCs follow-up of Constellations actions regarding the subject matter. Therefore, in accordance with NRC Inspection Manual Chapter 0620, Inspection Documents and Records, a copy of this E-Mail will be made publically available via this memorandum.
An NRC inspection team was on-site at Ginna and on October 5, 2005, an NRC inspector in the control room noticed that the on-shift Shift Technical Advisor (STA) was inattentive. The attached E-Mail briefly discusses this issue and identifies the NRCs immediate and planned actions.
This issue was reviewed by NRC inspection staff including operations examiners and subject matter experts in NRC headquarters, and was dispositioned in accordance with NRC Manual Chapter 0612, Power Reactor Inspection Reports. The issue was determined to be minor and was not documented in the associated NRC Inspection Report 50-244/2005006. The issue was determined to be minor because the Shift Technical Advisor (STA) was not asleep, it was determined to be an isolated case, did not impact plant operations (e.g., minimum shift staffing was maintained), and the licensee took appropriate corrective actions. A Condition Report was initiated by the licensee.
