OF DECEMBER 13, 2005, CLOSED MEETING WITH BOILING WATER REACTORS OWNERS GROUP (BWROG)

(TAC NO. MC8714)

On December 13, 2005, a closed pre-submittal meeting was held between U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the BWROG at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the proposed licensing topical report (LTR) regarding decay ratio adder removal from the stability exclusion region methodology for BWROG Stability Solution Options I-D and II.

Specifically, the presentation provided the NRC staff with the justification for removal of the 0.15 core decay ratio adder from Options I-D and II exclusion region licensing methodology and described the proposed changes relative to the NRC-approved ODYSY LTR. The background of the BWROG stability long-term solutions was presented including the Stability Criteria Map and an explanation fo the ODYSY methodology improvements. The BWROG presented details of recent instability events and justification to remove the 0.15 decay ratio adder. The NRC staff commented that they will need to see more benchmarking data to perform the review of the proposed LTR. Five demonstration analyses were also presented and discussed. The summary of the ODYSY LTR changes were reviewed. The NRC staff indicated that the pertinent information from the FABLE code will still need to be included for review purposes. At the end of the meeting, the NRC staff asked the BWROG to clearly define the decay ratio margin in the LTR.
