Dear Chairman Diaz:
On behalf of Massachusetts Attorney General, I am writing to you today regarding the relicensing of the Pilgrim Nuclear Power Station of Plymouth, Massachusetts and the Vermont Yankee Nuclear Power Plant of Brattleboro, Vermont. Specifically, we urge you to deny the request made by Entergy Corp. that the requested relicensing of these two plants be reviewed as part of a unitary proceeding.
While the plants are owned by one entity and share many similarities, we do not believe that these factors alone justify merging the proceedings. Having separate proceedings will allow the NRC to fully assess the specific characteristics of each plant These matters are far too important to be merged into one review process. At a minimum, the NRC should not decide to merge the proceedings before interested parties have had an opportnimty to review the actual relicensing applications for each facility.
