RESPONSES TO FOLLOW-UP QUESTIONS CONCERNING NMC RESPONSES TO REQUEST FOR ADDITIONAL INFORMATION (RAI)

NOVEMBER 9, 2005 The U.S. Nuclear Regulatory Commission (NRC) staff (the staff) and representatives of Nuclear Management Company, LLC, (NMC), held a telephone conference call on November 9, 2005, to discuss and clarify the applicants responses to request for additional information (RAI).

RAI 3.5.2-1 and RAI 3.5.2-2 The staff reviewed the applicants response to RAIs 3.5.2-1 and 3.5.2-2 and discovered that the applicant referenced another plant for data that they obtained on the condition of the B4C absorbers in the storage racks. The staff also noted that the applicant mentioned the long-term soundness of the installed racks and the B4C absorbers. The staff request the licensee to further explain and clarify their testing program for monitoring of these racks and the absorber.

The staff also requests further clarification regarding the reference plant rack design, construction and testing.

Discussion: The applicant indicated that the question is clear. The applicant will re-address this issue.

RAI 2.3.3.2-3 The staff noted in the applicants response to RAI 2.3.3.2-3 that metering orifices are listed in Table 2.3.3-2 as component groups subject to an aging management review (AMR). This appeared to be a typographical error and that the sentence should have read not listed. The staff asked the applicant for clarification.

Discussion: The applicant indicated that the question is clear. The response should have noted that the metering orifices are not listed. The applicant will correct this response.

RAI 2.3.3.4-2 The staff noted in the applicants response to RAI 2.3.3.4-2, Item d, that air supply tubing for CV-1061 and POC-1061 was not in scope because it did not have operational safety significance. The staff request the applicant to define and further clarify operational safety significance.

Discussion: The applicant indicated that the question is clear. The applicant will re-address this issue.

RAI 2.3.4.5-1 The staff noted in the applicants response to RAI 2.3.4.5-1, Item c, that gland seal condenser exhauster and its piping and components are deleted from the scope of license renewal. The staff requests the applicant to further clarify their reasons for deleting the exhauster and its piping and components.

Discussion: The applicant indicated that the question is clear. The applicant will re-address this issue.
