REVIEW OF THE UNIVERSITY OF FLORIDA EMERGENCY PLAN (TAC NO. MC8677)
In response to your request, we have completed our review of the changes incorporated in Revision 13 of the University of Florida (UFTR) Emergency Plan. This plan was submitted in a September 29, 2005, letter from William G. Vernetson, Director of Nuclear Facilities, Department of Nuclear and Radiological Engineering, University of Florida. These Plan changes were reviewed by UFTR management and the Reactor Safety Review Subcommittee.
These groups stated that these changes in Revision 13 did not decrease the effectiveness of the UFTR Emergency Plan.
The changes in this revision of the Emergency Plan reflects organizational, editorial, and administrative changes including updated letters of agreement. The staff used NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors, to review the Plan. Based upon our review, we conclude that these changes did not decrease the effectiveness of the Emergency Plan and the revised Emergency Plan continues to meet the requirements of Appendix E to 10 CFR Part 50.
