OF A TELEPHONE CONFERENCE CALL HELD ON NOVEMBER 15, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NUCLEAR MANAGEMENT COMPANY, LLC, CONCERNING RESPONSES TO REQUEST FOR ADDITIONAL INFORMATION The U.S. Nuclear Regulatory Commission staff (NRC or the staff) and representatives of Nuclear Management Company, LLC, (NMC or the applicant) held a telephone conference call on November 15, 2005, to discuss and clarify the applicants responses to request for additional information. The conference call was useful in clarifying these responses. provides a listing of the conference call participants. Enclosure 2 contains a listing of the questions discussed with the applicant, including a brief description on the status of the items.

NOVEMBER 15, 2005 The U.S. Nuclear Regulatory Commission staff (NRC or the staff) and representatives of Nuclear Management Company, LLC, (NMC or the applicant) held a telephone conference call on November 15, 2005, to discuss and clarify the applicants responses to request for additional information (RAI).

NMC Response to 08/25/2005 Commitment Regarding ASME Section XI In a letter dated October 31, 2005, NMC provided additional information regarding its Aging Management Program (AMP) B2.1.2, ASME Section XI IWB, IWC, IWD, IWF Inservice Inspection Program. NMC identified proposed reliefs as exception to GALL AMP XI.M1. The staff reviewed and determined that the bases for relief for examinations of the ASME Section XI (IWB/C/D) was inadequate. The staff requested possible alternatives to the use of reliefs as exceptions.

Discussion: The applicant indicated that the question is clear. The applicant will re-address this issue.

Open Item (OI) 3.5.2-4-1(a)

The staff reviewed the applicants response to RAI 3.5.2-4-1(a), and discovered that the shield wall concrete and the concrete around the reactor pressure vessel (RPV) supports at Palisades Nuclear Plant are not accessible for inspections. The staff request the licensee to explain or identify under what program the carbon steel plate (liner) on primary shield wall is inspected.

Discussion: The applicant indicated that the question is clear. The applicant will re-address this issue.

OI 3.5.2-4-1(b)

The staff noted in the applicants response to RAI 3.5.2-4-1(b), as result of Structural Monitoring Inspections performed inside the containment in 1996 and 1999, the top five courses of masonry wall blocks were found spalled at the northern most tip of the block wall. The condition was determined not to be damaging to the masonry wall integrity, and the condition was deemed acceptable. The staff asked the applicant if keeping this degraded condition will affect any Class 1 components during the postulated accident or seismic event.

Discussion: The applicant indicated that the question is clear. The applicant will re-address this issue.
