In light of the unexpected shutdowns at VT Yankee in both 2004 and 2005; the lost fuel; the transformer fire; and the enormous technical uncertainties regarding the steam dryer and cooling pumps, I urge you to insist that an Independent Safety Assessment be a prerequisite to an uprate.
