SUMMARY
OF NOVEMBER 10, 2005, MEETING WITH ENTERGY OPERATIONS, INC., AND RIVER BEND STATION STAFF, ON THE AMENDMENT REQUEST FOR USE OF FUEL BUILDING CASK HANDLING CRANE FOR DRY SPENT FUEL CASK LOADING OPERATIONS (TAC NO. MC6327)
On November 10, 2005, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Entergy Operations, Inc. (Entergy), and River Bend Station (RBS) staff at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the NRC staffs questions regarding RBSs amendment request for use of fuel building cask handling crane for dry spent fuel cask loading operations. A list of attendees is provided as Enclosure 1.
Prior to the meeting, the NRC staff had received draft responses to their requests for additional information (RAIs). During the meeting the NRC staff stated that it had sufficient information to begin the preparation of safety evaluations, except for questions regarding reliance on operator actions to remove the power to the hoist or trolley motors in lieu of incorporating positive controls during hoisting to prevent trolley movement.
Entergy and RBS staff agreed to make a regulatory commitment to determine the most appropriate long term means to incorporate positive controls during hoisting to prevent trolley movement in their next supplemental submission. Entergy and RBS staff also stated that the supplemental submissions addressing the RAIs and the additional questions would be forthcoming in the early part of the week of November 14, 2005.
Entergy and RBS staff requested that the NRC staffs review and approval of this amendment request be completed by December 1, 2005. The NRC staff responded that they would work towards meeting the requested date of completion.
