December 8, 2005 Mr. Karl W. Singer Chief Nuclear Officer and Executive Vice President Tennessee Valley Authority 6A Lookout Place 1101 Market Street Chattanooga, TN 37402-2801

SUBJECT:

BROWNS FERRY NUCLEAR PLANT, UNIT 2 WITHDRAWAL OF ONE-TIME EXTENSION TO LOW PRESSURE EMERGENCY CORE COOLING SYSTEM COMPLETION TIME (TAC NO. MC8928)

Dear Mr. Singer:

By letter dated November 21, 2005, the Tennessee Valley Authority (TVA) submitted a request for an emergency technical specification (TS) change to revise a one-time basis the current Unit 2 low pressure Emergency Core Cooling System (ECCS) injection/spray completion time (CT) from 7 days to 14 days. The emergency request to extend the CT was necessary as a result of additional efforts to restore the low pressure coolant injection (LPCI) motor-generator (MG) set due to the additional failure of the replacement LPCI MG set.

Subsequently, on November 22, 2005, at 11:15 AM, operability of the associated ECCS equipment was restored and the relevant TS Required Actions were exited. As a result, in a letter dated November 22, 2005, TVA requested that the proposed emergency TS change be withdrawn.

The purpose of this letter is to advise that the above cited application is being treated as withdrawn. This completes the U.S. Nuclear Regulatory Commission staff's review of the November 21, 2005, submittal under TAC No. MC8928.

Sincerely,

/RA/
