Docket Nos. 50-336-LR and 50-423-LR

Dear Ms. 0etti-Cook:

ovember o1 25, 2005, the Connecticut Coalition Against Millstone ("CCAM") filed a lion 1eopen" the Millstone license renewal proceeding. The caption of the "Motion to Reoe icates Cn that the motion is filed before the Atomic Safety and Licensing Board.

Howver adjudictory proceedings before the Atomic Saf ety 'and Li( nsing Board and Conmissi orave been terminated. Dominion Nuclear Connecticut. Inc. Millstone Nuclear Power Sttli)n, Units 2 and 3), CLI-04-36, 60 N.R.C. 631, 645 '(2004); )ominion Nuclear Connecticut Inc. (Millstone Nuclear Power Station, Units 2 and 3), CLI-05-, 24, 62 N.R.C._,

slip op. at 28 (Oct. 26, 2005). In fact, the renewed licenses for the Millstone units were issued yesterday., honsequently, the Atomic Safety and Licensing Board no longer has jurisdiction to entertain 'i motion. Further, CCAM does not proffer any proposed co itention, does not address the standards required for a late filing (see 10 C.F.R. §§ 2.309(c), YX s)), and focuses on a radiological issue that is beyond the scope of a license renewal proceeding i see Florida Power

& Light Co. (Turkey Point Nuclear Generating Plant, Units 3 and 4), CLI-0: 1-17, 54 N.R.C. 3, 15-19 (2001)). Finally, the allegations of fraud, deceit and cover-up by the NRC Staff, upon whi Cz1 s MO issprenised are scumn ous. Forsereasbns, -CCAM's motion7-i should be'jected and returnedto CCAMi Sincerely, David R. Lewis i; -Counsel for Dominion Iuclear C innecticut, Inc.
