0 I am writing this e-mail in regards to the proposed amendment to 10 CFR Part 26, Fitness for Duty Programs Worker Fatigue Provisions. I work as an NSO at Byron Station. I have been in the Operating Department for over 12 years. Typically, I work more overtime than my co-workers in the department. I haven't had any fatigue related events in my career as an Operator. I believe this is due to proper work techniques and methods developed from good training. Additionally, INPO has driven the use of proper fundamentals to all individuals across the nuclear industry. The continual use of good pre-job briefs, peer checks and visual STAR before operating equipment has contributed to my work performance. Fatigue has not been an issue for me personally.

Fatigue affects every individual differently. It Is up to the individual to realize his or her own limitations.

Most of the overtime hours my co-workers or I work is on a volunteer basis and is not excessive. During refuel outages I work everyday and the extra hours I work haven't been a problem for me as long as I get the required rest, which is my responsibility. I am still able to get the proper rest I need when I work additional overtime, such as during refuel outages. I think the overtime restrictions being proposed are not needed. I believe overtime hours are already properly managed with the current overtime rule restrictions.

I know these proposed changes came about due to concerns about worker fatigue versus operating the power plants safely. I believe the current fitness for duty rules are more than adequate in achieving and maintaining this.
