OF THE STAFFS REVIEW OF THE STEAM GENERATOR TUBE INSERVICE INSPECTION REPORTS FOR THE END-OF-CYCLE 15 REFUELING OUTAGE IN 2004 (TAC NO. MC7015)

Dear Mr. Nazar:

By letter dated October 28, 2004, Indiana Michigan Power Company submitted the 15-day steam generator plugging report in accordance with Technical Specification (TS) Section 4.4.5.5.a. By letter dated February 25, 2005, Indiana Michigan Power Company submitted the 12-month steam generator tube inspection report in accordance with TS Section 6.9.1.5.

The Nuclear Regulatory Commission staff has completed its review of these reports and concluded that Indiana Michigan Power Company has provided the information required by Donald C. Cook Unit 2 TSs, and that no additional follow-up is required at this time. The staffs review summary of the reports is enclosed. Please contact me at 301-415-1451 if you have any questions.

SUMMARY

OF REVIEW BY THE OFFICE OF NUCLEAR REACTOR REGULATION STEAM GENERATOR TUBE INSPECTION REPORTS FOR THE END-OF CYCLE 15 REFUELING OUTAGE DONALD C. COOK NUCLEAR PLANT, UNIT 2 DOCKET NO. 50-316 By letter dated October 28, 2004 (ML043090491), Indiana Michigan Power Company (the licensee) submitted the 15-day steam generator plugging report in accordance with Section 4.4.5.5.a of the Technical Specifications (TSs). By letter dated February 25, 2005 (ML050630237), the licensee submitted the 12-month steam generator (SG) tube inspection report in accordance with TS Section 6.9.1.5.

Donald C. Cook (D. C. Cook) Unit 2 has Westinghouse Model 54F steam generators which are designated SG21, SG22, SG23, and SG24. All four steam generators were inspected during the fall 2004 refueling outage. The Westinghouse Model 54F SG consists of approximately 3,592 tubes which have an outside diameter of 0.875-inch and a wall thickness of 0.050-inch.

The tubes have been hydraulically expanded into the tubesheet and are supported by seven 1.12-inch-thick Type 405 stainless steel support plates which contain quatrefoil tube holes through which the tubes pass. The D. C. Cook Unit 2 SGs began operation in 1989 and have thermally-treated Inconel 690 tubing.

The licensee provided the scope, extent, methods, and results of D. C. Cook Unit 2 SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (i.e., tube plugging or repair) taken in response to the inspection findings.

Based on a review of the information provided, the Nuclear Regulatory Commission (NRC) staff concludes that the licensee provided the information required by the TSs. In addition, the NRC staff concludes that there are no technical issues that warrent follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
