Dear Mr. Collins:
Riverkeeper formally requests that the following steps be taken to augment public participation at NRC meetings regarding Indian Point, based on our comments at the Indian Point Siren System Backup and Reliability meeting on 1 1-16-05 in Peekskill. We ask that:
- 1. A Category 3 Meeting as defined in [Federal Register: May 28,2002 (Volume 67, Number 102)] [Page 36920-369241 be held at a public facility within the 1 0-mile EPZ of Indian Point to discuss the ongoing leak of radioactive liquids onsite at the Indian Point Energy Center.
- 2. Future NRC/Indian Point meetings be held at an accessible public facility, not a private restaurant adjacent to Indian Point, and in different locations within the 10-mile EPZ, such as White Plains, the county seat.
- 3. NRC sign-in sheets provide a place for home address and/or m a i l address in order that attendees can be notified by the NRC of fbture public meetings.

NUCLEAR REGULATORY COMMISSION Enhancing Public Participation in NRC Meetings: Policy Statement AGENCY: Nudear Regulatory Commission.
ACTION: Policy Statement.
SUMMARY
- The Nudear Regulatory Commission (NRC) is revising its public meeting policy to enhance public participation in NRC meetings. This policy brings consistency to NRC public meetings planned by headquarters and regional staff by introducing a categorization system whereby the public can anticipate the level of participation that will be provided for during an upcoming meeting. The NRC has identified three categories of public meetings it convenes and has described information availability and follow-up effort associated with each meeting category. Information such as agendas, background documents, and meeting summaries will be available in ADAMS and at NRC's web site for certain categories of meetings. The policy also provides guidance on teleconferencing, security, and other administrative issues related to NRC staff-sponsored public meetings. This revision is in response to suggestions made by the public at a meeting held in April, 2001, and to fulfill the NRC's strategic goal of increasing public confidence.
