- RESPONSE TO AUGUST 18, 2004 ISSUANCE OF ORDER FOR IMPLEMENTATION OF ADDITIONAL SECURITY MEASURES ASSOCIATED WITH ACCESS AUTHORIZATION In accordance with 10 CFR Part 50.4, Consumers Energy Corporation hereby submits its response to the Order for Implementation of Additional Security Measures Associated with Access Authorization (Order) issued by the United States Nuclear Regulatory Commission (NRC) on August 18, 2004 for the Big Rock Point Plant. We will comply with the requirements of the August 18, 2004 Order. It is our understanding that paragraph A.2 of Attachment 1 can be complied with by using any of the methods in paragraph B.1 of Attachment 1 of the Order. The schedule for achieving full compliance and completion of paragraph A.2 requirements is by January 31, 2005. A letter communicating the completion of the requirements will be transmitted at that time.

Consumers Energy Big Rock Point Plant RESPONSE TO AUGUST 18, 2004 ISSUANCE OF ORDER FOR IMPLEMENTATION OF ADDITIONAL SECURITY MEASURES ASSOCIATED WITH ACCESS AUTHORIZATION Docket Numbers 50-155 and 72-043 License No DPR-6 At the request of the Commission and pursuant to the Atomic Energy Act of 1954, and the Energy Reorganization Act of 1974, as amended and the Commission's Rules and Regulations thereunder, Consumers Energy submits their response to August 18, 2004, Issuance of Order for Security Measures Associated with Access Authorization. This response commits Big Rock Point to comply with the requirements of Attachment 1 by January 31, 2005. Consumers Energy's response is dated September 2, 2004.
