Re: Public comment on VY uprate General comments on the meeting: Many people complained when we we there about having to wait to speak. Part of the issue is that because we had the annual assesment meeting first, we asked that power uprate questions be held for the second meeting. When the power uprate meeting started, a great deal of time was spent by local and state officials making remarks. The NRC staff decided to forego giving our prepared presentations and we each just made a few quick points. The public had approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> after that to make comments and ask questions. The lessons learned are to have only one meeting and start it earlier (first meeting started at 7:00 pm, second around 8:15 pm, and public comments were heard from about 9:00 -11:00 pm).

I just took a call from concerned citizen~athleen O'Rourke 0 who wanted to.go onl C record" regarding the VY uprate request.
Paraphrasing somewhat, here are her comments:
"I do not want to see the uprate happen. And when the NRC holds meetings for the general public, it is extremely important to let the public speak. Keeping people waiting for 90 minutes to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> before allowing them to speak shows disrespect."
I engaged her briefly on the public meeting question, assuring her that our goal is always to allow time for the public to speak. I also noted that our people said they were shouted down at the VY meeting. (She was not at the meeting, but knows people who were.) She said that was a vocal minority and we should not punish those who sit patiently waiting their turn. I said it can be difficult when that vocal minority takes all the time allotted for public comment. I apologized for distracting her from her point and invited her to finish. She said she appreciated that I cared enough to interrupt and express the NRC's goal of allowing public comment, then pinned me to the mat with the 90-minute critique.
She also mentioned that she had been trying to call this morning but was disconnected twice and then shuffled around to different extensions before getting me. Ah yes, the NRC switchboard...
