UCS basis for Independent Safety Assessment at Vermont Yankee

Dear Mr. Miller:

Attached (this time) is an electronic version of a letter I mailed to you this afternoon. This morning, you committed to providing the public with the NRC's reasons for not conducting an independent safety assessment at Vermont Yankee prior to an extended power uprate. I've detailed three concerns in the letter. I hope that the NRC will address these concerns when it conducts this public meeting.
