FINAL SUPPLEMENT 22 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR POWER PLANTS REGARDING MILLSTONE POWER STATION, UNITS 2 AND 3
Dear Mr. Varney:
We received a letter from you dated August 23, 2005, providing comments on the final version of ?Supplement 22 to the Generic Environmental Impact Statement for License Renewal of Nuclear Power Plants Regarding Millstone Power Station, Units 2 and 3 (SEIS). The U.S. Nuclear Regulatory Commission (NRC) staffs review of the potential environmental impact of license renewal at Millstone Power Station, Units 2 and 3, has been completed. The conclusions of that review are presented in the final SEIS. During the review we received comments from your staff regarding the potential impacts of entrainment, impingement, and heat shock, as well as cumulative impacts. These comments were provided by letter dated, March 2, 2005.
On April 5, 2005, we conducted a telephone conference call with your staff to discuss the comments. We issued a summary of the conference call dated May 17, 2005. During that conference we discussed the available information regarding these impacts at the Millstone plant and NRC staffs responsibilities and limitations under the National Environmental Policy Act (NEPA) of 1969. We addressed your staffs comments to the extent possible in the final SEIS. Therefore, we do not plan to take any further action to address the comments presented in your August 23, 2005, letter.
