Dear Mr. Ennis,

In our phone conversation last week I expressed concern that the draft SER will only be available to New England Coalition and to the public a very short period of time before the November 15-16 meeting of the ACRS Sub-Committee on Thermal-Hydraulics. By this E-mail message, I am reaffirming that we are very concerned that we will not have adequate time to the review the draft SER or pass it before our consulting experts for their review before the meeting. As of, November 1, it had not yet been posted in ADAMS or in the Electronic Hearing Docket. Please make every effort to provide it to us as soon as it is ready.

In addition, I expressed concern that combining the public meeting promised in 2004 by the staff and a meeting of the ACRS Sub-Committee would be confusing and counter-productive; not the least because the purposes of the two meetings are quite different. You promised that you would discuss this at NRC and get back. While, I have been waiting, I received a call from a New England reporter who reminded me that meetings scheduled for work day/ work hours preclude participation by the majority of otherwise interested persons.

I remain, as you may imagine, anxious for a response.
