OF A TELEPHONE CONFERENCE CALL HELD ON OCTOBER 11, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NUCLEAR MANAGEMENT COMPANY, LLC, CONCERNING INFORMATION PERTAINING TO THE MONTICELLO NUCLEAR GENERATING PLANT, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC (NMC), held a telephone conference call on October 11, 2005, to discuss and clarify new issues raised by the staff concerning the Monticello Nuclear Generating Plant, license renewal application. The conference call was useful in clarifying the staffs concerns. On the basis of the discussion, the staff will submit a formal request for additional information (RAI) and the applicant plans to submit a written response. provides a listing of the conference call participants. Enclosure 2 contains a listing of the issues discussed with the applicant, including a brief description on the status of the items.

  • NRC contractor MONTICELLO NUCLEAR GENERATING PLANT LICENSE RENEWAL APPLICATION October 11, 2005 The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC (NMC), held a telephone conference call on October 11, 2005, to discuss and clarify new issues raised by the staff concerning the Monticello Nuclear Generating Plant license renewal application. The following issues were discussed during the telephone conference call:
1. The staff requested the applicant clarify if an enhancement or exception to the Generic Aging Lessons Learned (GALL) Report recommendation for the Buried Piping and Tanks Inspection Program was utilized by performing an internal inspection of the Diesel Fuel Oil Storage Tank in lieu of an external inspection.

Discussion: The applicant indicated that the question is clear. The staff will submit a formal RAI and the applicant will provide a written response.

2. The staff requested the applicant clarify whether the feedwater nozzle thermal sleeves were within the scope of license renewal and if so, what inspection is being performed on them.

Discussion: The applicant indicated that the question is clear. They further explained that the sleeves are not within scope of license renewal. No RAI will be submitted by the staff.

3. The staff requested the applicant describe the actions it will take upon detecting indications of cracking while performing TLAA-related examinations of the high-fluence locations of the top guide grids. The staff also asked the applicant to describe the actions to be taken during the period of extended operation for the top guide grids.

Discussion: The applicant indicated that the question is clear. The staff will submit a formal RAI and the applicant will provide a written response.

4. The staff requested the applicant describe details of the Fire Protection Program, the Fire Water System Program, and the Buried Piping and Tanks Program that demonstrate that these programs adequately manage the effect of loss of material due to selective leaching in lieu of crediting its Selective Leaching of Materials Program.

Discussion: The applicant indicated that the question is clear. The staff will submit a formal RAI and the applicant will provide a written response.
