Call with Paul Blanch on 7/29/04 2.206 petition This afternoon I called Paul Blanch regarding the 7/29/04 2.206 petition from him and Arnie Gundersen regarding a request for enforcement action against Entergy in the form of a demand for information concerning conformance to the GDCs (Green Ticket G2004051 1).
I told him we were rejecting the petition since:
- we believe that it's clear that the VY licensing basis is the draft GDC;
- for the power uprate, the licensee has provided the info we need for the specific review areas with respect to the draft GDCs;
- for the engineering inspection, we have a process of obtaining additional information if we need it, rendering a demand for information unnecessary; and
- since the power uprate review is ongoing, the hearing process is the appropriate venue for this issue.
I told Paul we would be sending a letter to him and Arnie Gundersen documenting our decision. I asked Paul if I need to call Arnie or if he would pass the info on to him. Paul said he would call Arnie.
