Dear Ms. Miller:

I would like to take this opportunity to thank you, and to particularly commend Mr. Conrad S.

(Buck) Burnside of your staff for his extraordinary efforts in the conduct of two recent Disaster Initiated Reviews, required as a result of the aftermath of Hurricane WILMA.

While it was clear for a number of days in advance of the storm that the Florida peninsula would be struck by Hurricane WILMA, there was considerable uncertainty regarding its exact strike location, and the associated impact on NRC licensees within the State. Subsequently, both the Turkey Point and St. Lucie nuclear stations, respectively, were directly impacted and were required to shutdown in accordance with our regulatory requirements. Prior to authorizing restart of the effected units, the NRC staff must ensure that there are no outstanding technical concerns onsite, and defers to the Federal Emergency Management Agency (FEMA) for a statement of Reasonable Assurance, certifying that there are no offsite emergency preparedness concerns that would adversely impact restarting the units.

Buck, last weekend, on short notice, coordinated with my staff, rearranged his work schedule and travel plans, and under difficult conditions, drove from Atlanta to Miami, arriving late on the evening of October 24, 2005. Upon arrival, he proceeded to initiate the required offsite review for the Turkey Point facility. This review was completed early on the morning of October 25, 2005, at which time the St. Lucie review was initiated. Buck then was persistent in coordinating the results of both reviews with your staff, and the FEMA National staff, and by early afternoon on the 25th, your National office provided a statement of Reasonable Assurance to the NRC for both of the Florida Power & Light Companys nuclear station sites.

Please pass along my appreciation and thanks to Buck for his extraordinary efforts, and a job well done under difficult circumstances, efficiently and professionally.
