The purpose of this letter is for the Nebraska Public Powver District to provide the Nuclear Regulatory Commission (NRC) the revised Core Operating Limits Report (COLR) for Cooper Nuclear Station (CNS) for Cycle 23. CNS Technical Specification (TS) 5.6.5d requires that the COLR, including any midcycle revisions or supplements, be provided to the NRC upon issuance for each reload cycle. The Cycle 23 COLR Revision 0, submitted by the reference above, contained minor administrative errors that did not effect the monitoring of thermal limits.
The revised COLR for CNS Cycle 23 contains proprietary information belonging to Global Nuclear Fuel - America as described in 10 CFR 390(a)(4). The proprietary version of the COLR, Cycle 23, Revision I, is included as Enclosure I. The proprietary information is included within double brackets. It is requested that this information be withheld from public disclosure. The affidavit required by 10 CFR 2.390(b)(1) is provided as Enclosure 2. A non-proprietary version of Enclosure I for public disclosure is provided as Enclosure 3. This letter contains no commitments.
In accordance with 10 CFR 50.4(b)(1), a copy of this COLR is being provided to the Regional Office and to the NRC Senior Resident Inspector.
