Orange County is extremely upset that Entergy cannot successfully maintain the primary or back-up Indian Point siren system for notification of the general public.
Our latest siren test, conducted on Oct.-18, 2005, resulted in ten (10) siren failures using the back-up system. I am greatly concerned, as County Executive, that the back-up system needs to be 100 percent reliable due to the fact that the frame relay on the primary system fails almost daily.
At this time, I am calling upon you, the Commissioners of the Nuclear Regulatory Commission (NRC), to launch a full investigation into:
- The status of both primary and back-up siren systems;
- The repairs that will be made to the current systems;
- The future siren system that Entergy pledged to install in August of 2005; and
- A remedial test of the primary and back-up systems - as soon as possible but no later than thirty (30) days from today.
I request this investigation be completed within thirty (30) days of receipt of this letter.
It erodes public confidence when, in September, Rockland County's back-up siren system failed and the following month, our county's back-up siren system failed.

I request at this time that the NRC order Entergy to install a state-of-the-art, redundant and fail-safe primary and back-up public notification system that relies on numerous technologies; one being sirens.
Again I look forward to the NRC having the report that I have requested to me within 30 days. If you have any questions, please contact me at your earliest convenience.
