Dear Mr. Norton:

The personnel listed below are representatives of the U.S. Nuclear Regulatory Commission who will be visiting the Haddam Neck Nuclear Power Station during the week of April 11, 2005.

Messrs. Schmidt and Watson are NRC employees who request unescorted access to your facility. The have completed general training in radiological protection, security and personal safety comparable to that furnished by you to regular site employees. Accordingly, please provide the appropriate site specific training covering, for example, pertinent radiological conditions in the plant, or unusual work hazards or conditions, commensurate with unescorted access requirements. Mr. Peckenpaugh is an NRC employee who requests escorted access.

He has not completed the general training you furnish and will require escorted access.

Mr. Adams is an NRC contractor who requests unescorted access to your facility. He has completed general training in radiological protection, security and personal safety comparable to that furnished by you to regular site employees. Accordingly, please provide the appropriate site specific training covering, for example, pertinent radiological conditions in the plant, or unusual work hazards or conditions, commensurate with unescorted access requirements.

Ms. Brown and Mr. Herrera are contractors who request escorted access. They have not completed the general training you furnish and will require escorted access.

NRC contractors are not currently covered by the NRC employee exemption to the Fitness-For-Duty rule and are, therefore, subject to the requirements of your Fitness-For-Duty program.

The Enclosure to this letter contains Official Use Only information and its distribution has been limited to the addressee only. The Enclosure is effective upon receipt and expires on May 31, 2005. We appreciate your cooperation with us in this matter.
