They have requested admission. See their attached letter.
A portion of Marlboro is within a ten mile radius of the nuclear power station in Vernon, Vermont. The furthest corner of the town is located approximately 16 miles from the power station. Marlboro is requesting that the entire town be included in the EPZ.
There is considerable precedent for this: T6e out of the five Vermont towns in the VY EPZ have significant portions of their town outside the ten mile radius. Marlboro straddles a major highway to the West (Route 9) and is home to the National Weather Service transmitter for the tone alert radios used in the EPZ.
Many years ago when the EPZ was first created, Marlboro chose not to belong in part because of concerns about having to evacuate towards the power station in order to travel to the reception center in Westminster, Vermont. We have recently started the process of selecting a reception center to the west to service the western portions of the existing EPZ towns. This will satisfy Marlboro's concerns. This new reception center will be in addition to the one at the Bellows Falls Union High School in Westminster, Vermont.
Mr. Kenneth Horak, Acting Regional Director September 15, 2005 Page 2 I also request assistance from your office in guiding our Emergency Management Division in through the process of admitting Marlboro and creating the Western Reception Center. What are the next steps in this process from FEMA's point of view and do you have documented procedures to amend Vermont Yankee's plans?
