Dear Ms. Quinn:

The Town of Marlboro, Vermont has requested, through the State of Vermont, inclusion into the Vermont Yankee (VY) Emergency Planning Zone (EPZ). The Stre of Vermont Department of Public Safety Office has forwarded Marlboro's letter and has requested FEMA Region I provide guidancc to incorporate Marlboro into the VY EPZ.

Attached, please rind FEMA's proposed guidance necessary to successfully include Marlboro into the VY EPZ. We support the State's proactive initiate to partner with the community and will work with Vermont to ensure the protection of the health and safety of the citizens living in Marlboro.

Requirements to include Marlboro in the Vermont Yankee EPZ

  • Additional sirens for the Town of Marlboro
  • A new Evacuation Time Estimate (ETE) to include Marlboro
  • A REP Plan and Implementing Procedures for the Town of Marlboro (accepted by both the Town and State)
  • Location of Marlboro Emergency Operation Center.
  • Updates to all VY REP documents to include Marlboro (i.e.: VT State EOC plans, calendars, posters, etc.)
  • Additional EAS Station to conduct EAS messages if current stations are not within range of Marlboro residents to receive.
  • Updated VT KI Plan to include Marlboro.
  • In addition to plans and procedures, a listing-of all schools, day cares, hotels, camp grounds recreational areas and other special facilities in Marlboro.
  • Location of additional buses to be dispatched in the event a precautionary transfer or evacuation is necessary.
  • Proposed REP training schedule for Marlboro EOC staff.
  • Emergency Worker equipment locations (i.e pagers, DRDs, PRDs) a Location of Reception Center for Marlboro evacuees 7.

They have requested admission. See their attached letter.

A portion of Marlboro is within a ten mile radius of the nuclear power station in Vernon, Vermont. The furthest corner of the town is located approximately 16 miles from the power station. Marlboro is requesting that the entire town be included in the EPZ.

There is considerable precedent for this: T6e out of the five Vermont towns in the VY EPZ have significant portions of their town outside the ten mile radius. Marlboro straddles a major highway to the West (Route 9) and is home to the National Weather Service transmitter for the tone alert radios used in the EPZ.

Many years ago when the EPZ was first created, Marlboro chose not to belong in part because of concerns about having to evacuate towards the power station in order to travel to the reception center in Westminster, Vermont. We have recently started the process of selecting a reception center to the west to service the western portions of the existing EPZ towns. This will satisfy Marlboro's concerns. This new reception center will be in addition to the one at the Bellows Falls Union High School in Westminster, Vermont.

To that and, I understand that the Town of Ma=rDoO created an EmergencyPl) anni Committee and that membes of tis committec did meet with representatives of Venmont Em ergency Managemeni (VEM) to review the stws necessary for both thc State and the Town of Marlboro to accomplish fbr full partncrship in the Vermont Radiological Emcrgency Response Program (RERP).

As discussed at this fist organizational neeting with Marlboro's emergency committee, VEM will provide technical assistance including a template of a local RERP plan. In addition, VEM., through the Brattleboro field ofice, will include thc town in budget bearings planned for this summer to ensure your inclusion in any deliberarions for state.

ConcTrently, the Marlboro Emergency Planning Committee will begin to assemble information about your town, residents and emergency workers so that the background data is available. Marlboro will Aso begin seeldng volunteers to act as emergency workers to staffthe emergency operations center conduct route alerting and staffthe various activities needed to implement the plan once written and accepted.
