KEWAUNEE POWER STATION REQUEST FOR EXTENSION OF CAPSULE TEST REPORTING REQUIREMENTS SURVEILLANCE PROGRAM Dominion Energy Kewaunee, Inc. (DEK) requests that the Director, Office of Nuclear Reactor Regulation (NRR), grant an extension to the one (1) year reporting requirement cited in 10 CFR Part 50 Appendix H, Section IV(A), for the submission of test results for withdrawn capsules. Specifically, DEK requests that submission of the Capsule T report be delayed until November 15, 2006.

The proposed extension provides sufficient time for handling, machining, reconstitution, pre-cracking, fracture toughness testing, Charpy V-Notch impact testing, and analysis.

Our past experience indicates that it requires significantly more time to perform fracture toughness testing and reconstitution than standard Charpy impact testing. This request for an extension in reporting supersedes the previous one-year reporting commitment made in a letter from Kenneth Weinhauer to the NRC dated September 26, 2000 (ML003756569). This request does not change the scope of work outlined in section 3.2.3 of the NRC safety evaluation dated May 1, 2001.

DEK has determined that this proposed change in reporting date is acceptable as the current heatup and cooldown limit curves and low temperatures overpressure protection setpoint are valid though 31.1 effective full-power years, which generally corresponds to end of plant life in 2013. Thus, sufficient time exists for DEK to incorporate the surveillance capsule results into the reactor vessel integrity evaluations.
