SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON SEPTEMBER 29, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND THE NUCLEAR ENERGY INSTITUTE (NEI) LICENSE RENEWAL TASK FORCE The U.S. Nuclear Regulatory Commission (NRC) staff and the NEI License Renewal Task Force held a public telephone conference call on September 29, 2005, to discuss license renewal topics and license renewal process improvements. The meeting agenda is contained in Enclosure 1. Participants in the conference call are listed in Enclosure 2. A summary of the discussions follows:

New issues under development within the NRC that may affect license renewal The NRC staff stated that there are no new license renewal issues under consideration at this time.

Status of Generic Aging Lessons Learned (GALL) Report bases document The NRC staff is on schedule to issue by October 31, 2005, the Technical Bases for Revision to the License Renewal Guidance Documents, NUREG-1833. NEI had requested in a September 15, 2005, letter to the NRC, which can be viewed through the Agencywide Documents Access and Management Systems (ADAMS) using Accession No. ML052620368, that it be allowed to provide formal comments on NUREG-1833. In particular, the letter discussed issues with two electrical aging management programs (AMPs). The staff discussed NEIs request with NRR management and it was decided that a formal comment period on NUREG-1833 would not be provided. NUREG-1833 provides the bases for the staffs positions contained in the revised license renewal guidance documents that were issued on September 30, 2005. The staff and NEI agreed that the industrys concerns with the two electrical AMPs would be addressed using the Interim Staff Guidance Process. The staff will ensure that there is dialogue with the industry before the proposed ISG is issued for comment.

Follow-up on items from August 31, 2005, telephone conference

a. Applicant review of draft audit report NEI had requested that the NRC staff provide a draft of the audit report to the applicant for review prior to the staff issuing the report. The staff is still considering the request taking into consideration the staffs reassessment of the audit schedule and the recent reorganization. The request appears to be the result of issues with one audit report for a previous application. The staff has taken corrective action to improve the audit report and has enhanced the audit report peer review process. The staff will discuss this item at a future meeting after it completes its assessment of the audit schedule.
b. NEI assessment of pilot audit process NEI indicated in the August 31, 2005, telephone conference call that it was still performing its assessment of the pilot audit review process and the NRC staffs assessment of the process presented at the July 21, 2005 meeting. NEI has determined that it has no additional comments beyond those already provided in the staffs assessment.

October meeting - management or staff level NEI requested that the October 2005, meeting be a management meeting rather than a staff level meeting. The date and topics will be determined in the future.
