October 18, 2005 Ms. Nancy Burton Connecticut Coalition Against Millstone 147 Cross Highway Redding Ridge, CT 06876

SUBJECT:

LICENSE RENEWAL OF MILLSTONE POWER STATION, UNITS 2 AND 3

Dear Ms. Burton:

Thank you for your letters and comments during our meetings on April 6, 2005, and September 8, 2005, regarding the license renewal of the Millstone Power Station, Units 2 and 3.

We considered your input as well as the information provided by Dominion Nuclear Connecticut and the NRC staff on this issue. 10 CFR 54.25 requires that the Advisory Committee on Reactor Safeguards review and report on each license renewal application. Since our report is one of the documents considered by the Commission in making the final decision regarding the issuance of a renewed license, we need to complete our review to support the schedule established by the Commission for license renewal applications. Attached is our report to the Chairman of the U.S. Nuclear Regulatory Commission documenting our review of the license renewal applications for Millstone Units 2 and 3.

We have forwarded your letters to the NRC Executive Director for Operations for information and possible action regarding the issues you claim were not addressed in the NRC staffs final Safety Evaluation Report.

Sincerely

/RA/

Graham B. Wallis Chairman
