SUMMARY

2002-09 PREPARATION AND SCHEDULING OF OPERATOR LICENSING EXAMINATIONS NRC Regulatory Issue Summary 2002-09, Preparation and Scheduling of Operator Licensing Examinations, requested that licensees submit, on a voluntary basis, an NRC Form 536, Operator Licensing Examination Data. This form provides: A)

Proposed Examination Preparation Schedule; B) Initial Operator License Examinations; and, C) Proposed Generic Fundamentals Examination Schedule. The purpose of these estimates is to assist the NRC in budgeting and scheduling the use of its resources.

Due to an oversight, Nuclear Management Company did not provide the voluntary response to Regulatory Issue Summary 2002-09 for Prairie Island Nuclear Generating Plant within the time frame requested. To ensure the NRC Staff has accurate information related to future operator licensing examinations at Prairie Island, estimates for future examination needs have been completed. The attached NRC Form 536 provides the examination estimates for the year 2005. No operator license examinations are planned for the year 2004, and examinations scheduled for September, 2003 are currently being coordinated with Region 111. This letter contains no new commitments and no revisions to existing commitments.

CONFIRMATION OF INlTlAUREQUALlFlCATlON OPERATOR LICENSE EXAMINATlONS

Dear Mr. Solymossy,

In a telephone conversation on June 17,2003, between Mr. D. McNeil of my staff and Mr.

R. Gillespie, Prairie Island Nuclear Generating Station Training Manager, it was confirmed that Prairie Island Nuclear Generating Station had no requests for initial license examinations for the calendar year 2004. Mr. McNeil and Mr. Gillespie also confirmed that the station is currently scheduled for a licensed operator requalification training program inspection (IP 71 111.11B) the week of July 28, 2003.

During the conversation Mr. Gillespie stated that he would like to schedule an examination during the month of April 2005. Mr. McNeil advised him that he should send a written request as soon as possible to schedule the examination as we have already filled our examination schedule through March 2005. If you have any questions concerning this information, please contact Mr. D. McNeil of my staff at 630-829-9737.

McNeil, NRC, Region 111 and the Prairie Island Nuclear Generating Plant (PINGP)

Training Manager regarding plans for future initial license examinations. The PINGP Training Manager confirmed that there were no exams scheduled for 2004 and that our next exams are currently scheduled for April of 2005. During the conversation, Mr. McNeil advised him that a written exam request should be submitted as soon as possible to schedule the examination, as Region 111 has filled their schedule through March of 2005.

This letter documents a formal request that the NRC schedule an initial license examination at PINGP for April of 2005. This information was provided earlier in our letter dated March 19,2003 and a copy of our previous NRC Form 536 is attached.

This letter contains no new commitments and no revisions to existing commitments.

PRAIRIE ISLAND NUCLfAR GENERATING PLANT CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS

Dear Mr. Solymossy:

In a letter dated September 26, 2003, your staff responded to NRC Regulatory Issue Summary (RIS) 2003-14, "Preparation and Scheduling of Operator Licensing Examinations." for the Prairie Island Nuclear Generating Plant. Initial license examinations were requested during the weeks of August 1 and August 8, 2005, and during the weeks of March 26 and April 2, 2007.

The initial license examination requested for August 2005 has been scheduled and a chief examiner assigned during the requested weeks. The examination requested during MarchIApril 2007 will be scheduled as we approach that date. Please inform us if the number of candidates in either of these examinations decreases below 10 as this will impact the examination schedule.

On-site validation of the examinations will occur at Prairie Island Nuclear Generating Plant approximately 3 weeks before the examination administration date. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date. -

As indicated in your RIS response letter, your staff will develop the examinations. A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Dear Mr. Solymossy:

In a telephone conversation on March 30,2005, between Mr. Bill Markham and Mr. Hironori Peterson, arrangements were made for the administration of licensing examinations at the Prairie Island Nuclear Generating Plant the weeks of August 8 and 15, 2005. In addition, the NRC will make an examination validation visit to your facility the week of July 11, 2005.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, your staff made arrangements to furnish the examination outlines on April 4, 2005. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by June 20, 2005. Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations (IO CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),

If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. James D. Lash, Training Manager. Note that any examination waivers have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the week of August 8, 2005, or the week of August 15, 2005. The NRC staff will administer the operating tests during the weeks of August 8 and August 15,2005.
