IJNIVERSITY Nuclear Radiation Center October 12. 2005 Document Control Desk 5-US Nuclear Regulatory Commission Washington, DC 20555 As the current director of the Washington State University Nuclear Radiation Center (WSUNRC), I will retire on October 1 8th 2005. The WSUNRC then will fail to meet several requirements of both the Administrative Plan and the Technical Specifications of the facility.
In order to ensure that the facility does not knowingly violate these provisions, changes must be made to both the Administrative Plan and the Technical Specifications of the WSUNRC. At present, the director of the facility is required to be a licensed senior reactor operator. It is the intent of the facility to place a time-sensitive restriction on this requirement to allow for transitions between directorships of the facility.
Section 1 of the Administrative Plan, "Responsibilities and Authority of Reactor Operating Staff', sub-section B presently states the following: "The Director shall be a licensed senior reactor operator and shall hime the following listed responsibilities and authority: "
This shall be changed to:
"The Director shall have the following listed responsibilities and authority:
- 1.
The Director shall be a licensed senior reactor operator.
- 2.
No more than eighteen months shall pass -without a permanent Director who is a licensed senior reactor operator.
Retain current items one through fourteen, adding the above requirements at the beginning of the list and renumbering.

r The WSUNRC Technical Specifications, section 12.1.4 (page 12-2) currently state "Specialfacility requirements include that the Director must be a faculty person with considerable nuclear reactor related educational experience and must obtain a SRO
[senior reactor operator] license ".
This shall be changed to the following:
"Specialfacility requirements include that the Director must be a faculty person with considerable nuclear reactor related educational experience and, with an eighteen month exception for the transition period betiween permanent Directors, obtain a senior reactor operator's license.
