Response to Nuclear Regulatory Commnission (NRC) Request for Additional Information on Guidance Regarding Mitigation Strategies By letter dated May 27, 2005, Indiana Michigan Power Company (I&M), the licensee for Donald C. Cook Nuclear Plant (CNP) Units 1 and 2, Facility Operating Licenses DPR-58 and DPR-74, responded to an NRC letter dated February 25, 2005, NRC Staff Guidance for Use in Achieving Satisfactory Compliance with February 25, 2002, Order Section B.5.b.

By PGP encrypted file via e-mail dated August 10, 2005, the NRC made a request for additional information (RAI) on I&M's response dated May 27, 2005. In the e-mail communication, the NRC requested that I&M discuss responses to the RAIs in a teleconference with the NRC.

A teleconference was conducted on September 2, 2005, between NRC staff and I&M staff to discuss l&M's responses to the RAIs.

During this teleconference, the NRC requested that I&M submit written RAI responses in a follow-up correspondence to the NRC. Attachment 1 to this letter provides I&M's written responses to the RAIs.

The commitments resulting from the response documented in Attachment 1 are listed in. The due date for commitment 3.c is based on similar activities related to a previous commitment made by I&M to revise the CNP Emergency Plan to include provisions for drills and exercises using terrorist-based-events, in response to NRC Bulletin 05-02 (ref; AEP:NRC:5054-12, dated August 15, 2005).

NOTE: ATTACHMENT 1 TO MS LETTER CONTAINS "SAFEGUARDS INFORMATION" AND MUST BE PROTECTED ACCORDINGLY. UPON SEPARATION OF ATTACHMENT 1, THIS LEITER AND AITACHMENT 2 ARE "DECONTROLLED".
