Enclosed is a copy of the corrected title page for the Environmental Assessment and Finding of No Significant Impact (EA) related to your application of June 21, as supplemented August 25, 2005, requesting an exemption from the requirements in Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Section 68, "Criticality Accident Requirements, Subsection (b)(1). The corrected page changes Dominion Nuclear Connecticut, Inc. to Nuclear Management Company.

The EA appeared in the Federal Register on October 4, 2005 (70 FR 57899). The corrected title page for the EA is being forwarded to the Office of the Federal Register for publication.

7590-01-P UNITED STATES NUCLEAR REGULATORY COMMISSION NUCLEAR MANAGEMENT COMPANY DOCKET NO. 50-255 PALISADES PLANT ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (NRC or the Commission) is considering issuance of an exemption from Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Section 68, "Criticality Accident Requirements," Subsection (b)(1) for Facility Operating License No. DPR-20, issued to Nuclear Management Company (NMC), for operation of the Palisades Plant, located in Van Buren County, Michigan. Therefore, as required by 10 CFR 51.21, the NRC is issuing this environmental assessment and finding of no significant impact.

ENVIRONMENTAL ASSESSMENT Identification of the Proposed Action:

The proposed action would exempt NMC from the requirements of 10 CFR 50.68, "Criticality Accident Requirements," Subsection (b)(1) during the handling and storage of spent nuclear fuel in a 10 CFR Part 72 licensed spent fuel storage container that is in the Palisades spent fuel pool. The proposed action is in accordance with NMCs application of June 21, as supplemented August 25, 2005.
